Connifers grown past street light

Conifers in garden are growing out of control and have now grown past the street light and therefore the light is no use and the street is dark Also, he has dumped a sofa and 2x beds in his front garden which have been there for months and must be attracting mice/rats by now. He has built 3 dog runs in his side garden with no planning or drainage and the stench is terrible. the dogs stand in their own waste all day and night. they bark and howl all day and night. I would like to remain anon as he is not a nice person to talk to.
