Overgrown area of land behind fence

This area of land used to be council property, and now I am unsure who owns the square of vacant land (I have looked on land registry, to no avail!) thus I am still under the presumption that it is still council property. It has been fenced off when the house next door to it (not currently on the map due to 'new build') was being built, and rubble was disposed on this land at this time. This is now overgrown and has been fenced off, so no council mowers can reach it and weeds grow. It is unsightly for overlooking houses and neighbours and a security risk for these properties.
This poor patch of land has been abandoned for 10+ years, it would be lovely to see someone paying attention to it, even if it was to just keep the grass mown!
