Our white food recycling bags are 4 weeks old

West Adamsdown is disappearing under a pile of old, rotting food - meat bones and the lot. It is nasty. The council haven't collected the bags and blame the snow. There is no snow. The pavements and gutters are filthy and the rats are feasting.
