Parking on double yellow

This is an extremely prominent issue. Up to a dozen cars including taxis can be seen parked here during the day as people go to the chip shop and newsagent.
I use this road daily and have only seen ticketing once.
The stretch of road is not particularly wide, is often busy and is at a cross roads. Turning in from Catherine street is awkward by car and lethal by bicycle.
I understand the infrequent unloading of commercial vehicles. But a badly parked car that lies around whilst someone eats their pie and chips is rude, dangerous and avoidable.
In the past few months the addition of speed humps has meant cars travel slower resulting, which is good but results in a greater concentration of vehicles, making this issue even worse.
