Public Work Vehical and Materials (abandoned?)

There has been some materials and even a digger vehicle -seemingly abandoned & fenced-off behind the Premier Inn in North Street. Are they still being used or can they be removed, There is a concern that some of this material may either get stolen or used by people as potential implements of vandalism.

The diggers & equipment are still being actively used & have been more effectively fenced-off (Though North Street has been dug-up multiple times by different companies in the last 24 months!)
