Low overhanging branches

A tree covered in ivy has become very overgrown across the footpath. The branches are so low that pedestrians have to walk in the road to get past.

Nothing has yet been done to fix this problem. The tree is on private land, but as it obstructs the public footpath the council should take responsibility.
