Dangerous ice on steep twisty road

At 9.35am on 15.1.10 I drove from Ashurst Close into Christchurch Lane, Harwood, Bolton. Despite having anti lock brakes and only travelling at 5mph or less, I completeley lost control of my car and could not stop at a junction. I could not stop further down Christchurch Lane and was out of control for about 75yds. This was due to rain which was freezing on top of thawing ice, making the road treacherous. This location is close to a primary school and is frequently busy with vehicles and parents taking their children to school. If any child or adult had beeen in my path I could not have stopped. There is a grit bin nearby whuch has been empty since before Christmas despite residents' numerous request to the council and the local councillor who has made representations to the council. I reported the state of the road to Bolton Highways Dept (to Sadia)at 9.38am the same day and requested the road be gritted as it was dangerous. I advised her that the road was steep and twisting in nature and that motorists were unable to stop. Other drivers at the time and later had severe difficulty. Sadia told me someone would call me - no one did and no one gritted the road.
