Repair of road surface

Sunnybower street is full of potholes and is very difficult to access and dangerous for pedestrians. Council trucks have problems (ie refuse) and urgent repairs are needed. The street is unadopted but at least 50% of residents want it to be adopted. Can't the council just adopt it anyway? Alternatively repair it and bill residents? Thanks
