Dangerously parked Van

My neighbour at No 4 continues to flaunt reports from 3 neighbours about his parking - he parks a transit van 2 wheels on the pavement which blocks the view of traffic coming off the roundabout which makes it very hazardous entering or exiting our driveways. It also makes it impossible for anyone with a pushchair to get past as he parks so close to the privit hedge. Is there a minimum legal distance parking near a roundabout?! if so can we get a single yellow line painted?
