Obstructive crash barrier

I emailed Cornwall Council months ago on this issue but no response/action. Last year the Council spent 2/3 days installing a crash barrier along a side road. This would have been OK if they had not extended it right up to the kerb seemingly unaware that this is a much used footpath. As a result pedestrians have to pick their way over what was a grass verge - which inevitably became muddy and slippery. I know there have been 3 incidents when people have slipped badly and nearly fallen (before the cold weather). This urgently needs remedying before a serious accident ensues.

Council responded quickly but said crash barrier was put in to inhibit motorcyclist & skateboarders who had been causing a nuisance. They suggested walking on the road to the west. I have replied saying that the law abiding majority should not be penalised for the bad behaviour of others and I tried using the road as suggested & was nearly run over! No reply.

Cornwall Council Highways have refused to restore our footpath saying that it is not marked as a Public Right of Way - but it has been used as a footpath for over 30 years!
