Sunken Services Cover

Every time a vehicle is driven over this sunken cover an extremely loud clang occurs. Croydon Council claim this road is not their responsibility. South London Housing Association appear to accept responsibility but have failed, so far, to action the matter. There is no identification of which services are involved.
