Large amounts of flytipped waste normally from an open back transit tipper normally builders waste why dont the council use hidden flytiping cameras to catch the offender

The council does not own any camera's to use for these purposes, however we are working in conjunction with the Police carrying out stop and search of vehicles carrying waste and we have issued fixed penalties to some of them.
the rubbish is still there and hasent yet been cleard up it will probably end up be ing hurled off the rail bridge at some poor train driver. the rubbish is in the ditches both sides of the road both sides of the rail bridge right up to sweecbridge road. May street /bogsole lane is on the list of streets maintainable by kcc, so its a road.
