Overgrown tree

The large tree outside my property is blocking daylight in my house and garden. I had a wall built surrounding my house a couple of years ago, and it is already covered in moss. When the tree is in full bloom youcannot walk past it without catching your hair on the foliage. much as i love trees ,I feel this one needs cut back severely

It is now four weeks since I reported the large tree outside my property needing cut back. A response would be nice.
