The pavement being used as a bumping ground

Could the council please address the ridiculous situation outside 2 dale road. It would appear that the inhabitants of 2 dale road feel that the pavement is part of their property and they can dump all their rubbish on the pavement while the rest of us keep our rubbish bins inside the boundaries of our properties. I am tired of having to walk in the road or through a rubbish dump on the way to work. Could the council please address this.
