Illegally parked vehicle

There has been a van parked completely on the path for 3 days which is forcing everybody to walk into the road (towards oncoming traffic) The gentleman who parks this van there is completely unapproachable and has smashed into my car and hurled abuse at me when doing so. The van needs to be moved as it is completely dangerous to be parked wholly on a kerb.
