Severely Restricting Access

I have a problem with cars being parked opposite my drive, sometimes for days on end. This happens on numerous occasions and makes the access to my drive extremely difficult if not impossible, especially the exit. The access is also used for a caravan and when there are vehicles parked there it is impossible to get this in or out. The vehicles that park are not always local, making if difficult to trace the owner. In the past I have reported to the police and one instance resulted in the vehicle being seized, as it had no road tax. There used to be an 'H' marking which did help, not alleviate, the problem but this was not replaced after the road was resurfaced. Please advise as to how I can prevent people from parking and therfore make my life a whole lot easier.

The council refuse to do anything about the problem saying it is not up to them. They refuse to repaint the H marker on the road saying it is no longer policy to provide such markings. If they cover them up then they should reprovide. Personally I think is all down to budgets.
