Large green waste bin always blocking the pavement

Frequently this bin has drifted onto he footpath and frequently it overspills with rubbish and food waste with risk of encouraging vermin.

Quick response from council, however bin remains in same position often blocking part of the pavement. The bin is simply too large for it's current location.
