Terrible problem with persistent dog fouling

This is a quite side street with no shops and little traffic, and this seems to attract dog walkers. Quite a few of which don't seem to clean up after their dogs.
This is really a persistent problem and there is fresh dog fouling along the street certainly every day, sometimes more than once a day. It's really a nuisance to everyone and seems to be getting worse.

This is still a problem, two years later! I have seen residence dogs out in the street unsupervised too which might possibly be related. This is a lovely quiet street which would be a great place for the young residents to play but unfortunately the dirt makes this impossible.
We live on the street and have a 17 month old son, and this is really something that is making our life on the street more and more difficult. I have confronted several dog owners, but people just have no shame! and the council would not do anything about it, apart from the token gesture of renewing the 'no dog fouling' stickers 3 years ago. Great, that's a big help!
The area in front of the empty house in the middle of the street is a total disaster, and a health risk. There is just a big and growing pile of dog excrement.
