Local school kids vandalisation issue

Local beat officers from the council know that my Dad's brick dyke is sat on daily by school kids who litter profusely. Also, the brick has been kicked in and as a consequence it is damaged as well as the gate. (Gate previously kicked in.) Also, wooden fence beside drive has been vandalised and kids congregate in my Dad's garden which is intimidating. All neighbourhood terrified of them. Also, when local beat officers spoke to kids sitting on the dyke direct they agreed not to do so any more and not litter. However, when the beat officers spoke to my Dad they had tipped rubbish into my dad's garden whilst simultaneously agreeing not to do so.
Also, local shops mean heavy litter issue with chip bags common and plastic food / drink containers left discarded en-route.
When I was at my dad's for a week I tidied up at least two dozen plastic bottles and cans from garden area in front of my Dad's house but this is just continaully littered.
My dad is 70 years of age and at a loss of what to do. He is constantly re-building things but the matter needs to be addressed at school level or kids made to community service fix!
Officers on beat know who the kids are.

Glad to report that the Council have been within the last 2 days and cut down the bushes in front of my Dad's house and cleared the litter. However, adverse winter weather conditions have prevented children from sitting on wall, vandalism & anti-social behaviour. Accordingly, will be interested to see if the school children do return to previous bad behaviours.
Thursday, January 14th, 2010 the Evening Express reported "shop owners hit out over schoolkids" with article headed 'They act like animals scaring our customers'. Comments like "They are unbelievable - they were threatening to knock me over."
However, despite this article the kids litter / vandalisation issue is escalating as the kids have now moved from the shopping area to lower carpark of cul-de-sac / adjacent to the bus stop.
Accordingly, the kids congretate in groups in a threatening manner which is intimadating to residents, locals en-route to the shops (includes large number of elderly / vunerable individuals and people / families at the bus stop.
The litter is encouragable and generally the area is in disaray as a consequence.
At a loss as to why above quoted article state 'The head teacher at Bridge of Don Academy, Jack Harland, refused to comment. Surely, this needs to be targeted at source.
I did speak to police on the beat who advised there is little they can do but there must be something as this is a safety issue and is only escalating.
Something constructive needs to be done to mitigate risk to the individual(s) as property is already being damaged.

Folage cuttings left by council 2 months ago still lying in Bodachra Place - bit of an eysore and encouraging passers by to drop litter.
Second newspaper article in Evening Express Thursday February 18th, 2010 I have quoted ref. this situation asking for more police wardens. Residents report that what little interaction does go on with police is too softly softly and youths openly flaunt dropping litter and rowdiness minute police out of earshot.
Litter issue real bad still and rowdy frightening youths not going away.
Things are stalemate and do not understand why youths getting away with terrorising elderly people - my dad i s 70 and deserves peace in his own house which he owns.
Situation has escalated:
Friday 26th February 2010 - incumbents set fire to neighbours fence. My relative helped to put the flames out with buckets of water. Fire brigade was in attendance and Police and school notified as school children in the area.
Awaiting progress the authorities on fire.
However, litter still ongoing but branches were collected from beginning of year.
