Burst underground water pipe

At the corner edge of Tree Tops property on Beggar Hill, Ingatestone, CM4 0PG, there is a leaking underground pipe, This is not the first occasion this has occurred usually due to heavy load traffic and on this occasion this is due to ground subsidence due to heavy laden construction material trucks regurlarly manouevering in and out, and over thisvunerable area, so as to access to ongoing works of building works and refurbishment at Hope Cottage, located at the top right hand side of the gravel access road. This water seepage drains towards Rose Cottage, and may not be very noticeable in winter but is has been seeping on a regular basis. Please advise Hope Cottage on responasbility of geting this problem repaired.
