Parking on double yellow lines.

There is a dark green/blue Mondeo Reg-N362 ONR is always park outside my drive gates on double yellow lines, it is there most of the days and always there at night when the traffic warden isnt around it is becoming a nuisance and I would like somebody to put a stop to this.This isnt right as double yellow lines means no parking.There is a big sign saying NO PARKING but the woman obviously doesnt take any notice she has been parking there for months now I am sick of it trying to get my car out and cant because of the obstruction. I hope you can sort this problem out Thank you.
