Failing bridge

Road edging has dropped into the stream. An emergency barrier has been leant against a failed handrail. The drainage culvert is blocked. It has been left in this state for 2 years. Failed culvert is causing water to further force out the mortar between supporting stonework.

I believe 2 people have visited the site on separate occasions, one wearing a yellow site helmet, but no action to repair seen.
