Unemptied bin

Reported in the Rubbish (refuse and recycling) category anonymously at 16:36, Fri 4 December 2009; the map was not used so pin location may be inaccurate
Sent to Bolton Borough Council 4 minutes later

Put rubbish bin out and once again it was unemptied. Rang to complain and got recorded message "we are unable to empty missed collections at the present time" I have lived in 3rd world countries who could manage this simple task DAILY
