Wheelie Bins

Outside the house at No 17 Sidmouth Gardens, there are 5 Wheelie Bins blocking the pavement,these bins are always left there. No one can walk past there on the pavement,an older person,or someone with a buggy must walk into the road,this I think is dangerous. Please would you look into this problem,Please.
