Repeated Dog Fouling

A dog has been fouling on the path everyday for the last 9 months. I have contacted the council comtinously andd I am at the end of my tether and really do not know what to do. Please please help me stop it. It is causing me a lot of stress I have a toddler eho I have to carry over the path every morning. It gets in my house, on my pushchair and on my clothes. Many Thanks
