National Rail Van parked blocking road

Hi, It seems that Park-Lane Paradise is no longer accessible from the Waltham Cross Town Center via Park Lane. There was a National Rail van parked across the road. Any idea if this will be opened again to allow access to the new International News building site? Thanks
