Broken road surfaces

Pot hole outside No 10 and broken road surfaces No. 3 to No. 5, No.22 to No.28, No.32 to No.34, No.34 to No.36, No.36 to No.40 which have been there for at least 20years. The tarmac was laid on top of concrete and is disintegrating. Parts of the road are sinking to a different level. there is a difference of 1 to 2inches from one side of the road to the other

I have been told problems do not meet the council's criteria for repair. It will be monitored. I am disatisfied with their answer. What criteria is needed to effect repairs?
