Blocked Street Drains - rainwater not draining

The drains in the gutter in St Anne's Terrace are not draining properly and water collects and in heavy rain the street is flooding. This is particularly a problem at the bend in the street. I am worried that people's basements will be flooded. People in the street have cleared the surface debris from the drains, but there's still standing water even in fairly light rain.

Think we could do with some investigation before it becomes an emergency. Thanks
