Telephone wire loose

A wire on the telegraph pole outside number 27 has been loose since high winds severalmonths ago.It lashes about when ever it is windy.one of my neighbours has kindly taped it to the pole but when its windy it comes loose again.It could cause damage to nearby parked cars in high winds if not dealt with
