Litter Bin Missing

For about the past week the litter bin underneath the conker tree at the bottom end of Apsley Road has been missing.Only the base is left. Litter is begining to accumulate.

Still no litter bin, just the base and rubbish collecting there or near by.
Still no bin and no response from Council about timescales. Litter begining to start collecting round about!!
20 2 2010 STILL being ignored by BANES....no bin for THREE MONTHS; very poor response from BANES.
The base of the bin has now been completely removed so obviously BANES has decided to deprive APSLEY ROAD of any rubbish deposit point for the public. How does this help prevent littering on the streets?
There is STILL just a base of the bin left there; which inconsiderate types are STILL using to dump their personal rubbish!
Presumably the refuse/recycle collection teams must pass this area weekly so WHY have they not reported it and had something done.
If the bin was vandalised then it should be replace. If it was OFFICIALLY removed then why leave the base; which attracts further flytipping?
Need at least ONE BANES staff member to take note...and ACTION something; please.
