Persistant dog foul every day

There is persitant dog foul left at the cnr of Thorparch Rd and Goldsboro Rd by the tree at the side of 62 Thorparch Rd and out the front of this house. I have reported this problem to Lambeth on more than 6 ocassions and have been told they do not police dog monitor dog fouling.
