B660 Road Safety Scheme

As far as I can establish this scheme was set up many years ago for the sole purpose of spending a vast amount of money on speed limit signs along the B660 but was abandoned shortly afterwards. My question is who is responsible for the Road Safety Scheme now? It doesn't work because it isn't monitored or enforced and the B660 is like a Formula One race track every day of the week by HGVs, motorbikes and those using it as an alternative to the A1. It's very dangerous for those living along the road, cyclists and horse riders. I cannot find anyone in the Council or Highways Agency who will take responsibility for this problem.
