Various - Further Gypsy sites + new one

This location is further to those in Pengam. One is well developed and another has just started to be built. Its not clear if this is legal and planned as seems to be locals putting up fences and tarmac?

Locals not consulted or at least told of these developments or strategies/actions being taken against the behaviours that cause concern.
