Footpath/snicket

Can anything be done about the state of the footpath,I lived in the area some 15 years ago,and it was clean and tidy,but recently had to walk in the area,some of the council properties have large ammounts of rubbish that is spilling out onto the footpath, the footpath connects mirfield avenue with kings road(opposite wrose health centre)

Although I saw the cleaning team in the area the footpath remains in the same condition, with bits of fence,earth, leaves etc along the entire length.
