Blocked Drainage at Stamford Buildings Passage

Dear Sir/Madam,
I would like to notify you of a blocked drain in the Stamford Buildings passage in Lambeth SW8. The blocked drain causes water to collect in the passage.
Please could you arrange for the drain to be clean (as this pathway is under your responsibility) and mended so that it no longer causes this problem.
There were some heavy rains in the last few weeks (as there was a quite wet summer this year) which made this pathway difficult to access. Collected water was causing damp as well as was mixing with rubbish from the rubbish bins. This is ongoing problem for nearly two years now.
Also, it seems that there is no cleaning service operating in this passage as it is not swept on regular basis. This passage is public pathway and therefore it is in Street Care responsibility as far as I was able to find.
