Dog fouling

I am aware that it is the responsibility of indivdual owners to ensure their dog's faeces are cleared up but on the street I live this simply is NOT happening. The amount of 'dog mess' that I see on the street running from by Somerfield at the bottom all the way to the top is quite horrifying especially given the number of young children who often play outside and the health risks posed to them as a consequence. Friends and family (living outside of Cardiff) have visited me and MOST of them have commented on the problem. I shall endeavour to provide photographs of a 'typical day's dog mess' at a later date if no action is taken. I realise this is a tricky problem to solve but i believe it to be necessary.
