Bins and recycling boxes permanently on street

In the section of North Road from Grenville Road to Overton Rd, some people NEVER move their bins / boxes from the pavement (eg nos. 91 and 92). A large number of other people leave theirs out for most of the week / fortnight. Please could we have somee enforcement of the laws on this. Would need to come along 2-3 times to "catch" most of the offenders. Thanks
