Football and Cricket Club Litter

The Westood Park Football club are responsible for littering their areas and the areas that surround the club. This has previously been reported to council employee David Elcock in April '09 but to date no action has been taken . Also the club have house several large storage containers, which to my knowledge they haven't had permission for, and if they have had permission granted then the containers should be painted green which they are not.

A council employee has been to the site and agreed that there is a litter problem, he stated that he will try the softly softly approach to try and get the clubs to tidy up their areas. Still no visible change 29.11.09
The council have stated that there isn't a litter problem in this area so I'm obviously just deluded and making things up.The football club have stated that they pick up their litter at the end of each match, so again I must be imagining things even though I'm sure I have seen the same litter there week after week when I walk my dogs passed that area twice a day.
The council deny that there is a litter problem in this area even though on doing the site visit they spoke to my wife and said there was a problem. If the council claim that there isn't a problem then why are they advising the football ground to have a clear up. Are the council denying that there is a real issue so that they don't have to carry out a clean up themselves. The info and reports back are very conflicting. Why did two council employees have to carry out the site visit, is this a waste of manpower? Still no sign of the club carrying out a litter pick and still no bins provided on match days, still plenty of polystyrene cups handed out by the club left in the area.
