Littering

There is always a problem with pupils who attend Barking college litting mainly in Dagenham Rd and Rush Green Rd.I was under the impression littering is an offence but still it goes on and on.Why cant some of these vile students be dealt with after all there are bins provided and they still persist in just throwing it all in the streets and front gardens.
