Taxis using Disabled Bay

Around five years ago taxi and disabled parking bays were added to the west side of Windsor End near the war memorial, each approximately large enough for four or five vehicles. The taxi drivers who now use them, rather than wait for fares in the taxi rank, instead park in the disabled bays. This presumably this is an attempt to ‘reserve’ the space in the taxi rank for the use of other taxis should more show up but it also prevents any disabled people from parking in the disabled bays. The taxi drivers are extremely threatening to disabled people wishing to park there. This happens every weekend evening and on many evenings in the week. When I complained of this to the local neighbourhood Police Community Support Officer I was told that they are legally allowed to park in the disabled bay as long as they keep one space free for a genuine disabled person. I also officially reported this practice to the police but no action was taken and I received no response.
