Back garden like a tip

Why is the back garden of 4 Langer Lane allowed to be like a tip when it is next to a shop selling food! It attracts rats, mice and other vermin. It has been like it for many months now

I am amazed the council can afford to ignore the rubbish tip of a garden next door to a shop selling food for human consumption. When are they going to fix this health hazard????
