Pavement has not been completed

The pavement in this residential area has clearly not been completed and surfaced, with wooden stumps and edging protruding, it's a massive hazard, especially as the street lights aren't working either!

The road looks like it has been ground up to prepare for re-surfacing, but nothing has been done to the pavements yet. Still many trip hazards. The street lights now work though.
