Warning sign always flashing

There is a sign on Camden Road London NW1 near the junction with St Pancras Way which flashes when a vehicle is too tall to clear the railway bridge at Camden Road Station and lights a warning "Turn back vehicle too tall" or something like that. The sign consists of four yellow lights that flash consecutively (bottom two, then top two) but this appears to go continuously although the warning message itself is not lit.

This problem is still ongoing; although it did seem to have been fixed, it is as often on as off.
