Dogs Constantly Barking Day and Night

A couple moved into 181 crown lane mid august. They brought with them two dogs. These dogs bark almost constantly through the day & night. One is a large rottweiler the other a jack russel. The dogs are left for long periods throughout the day and go absolutely bananas when somebody walks past the front of their house even if they are on the other side of the road. Besides the noise pollution the dogs create it can be very distressing to small children passing by as the larger dog looks extremely savage and almost appears as if it could break through the window due to the large low silled bay windows and the dogs agressiveness throwing itself at the window snarling and barking.
