Parking on grass verges

Transit vans and other vehicles parking constantly on grass verges. this is illegal and costs the taxpayer to be put right (driving on a footpath is illegal - you must drive the vehicle onto the verge therefore breaking the law) the houses have garages and drives. maybe they should be 'encouraged' to use them. no access is possible at night if say a fire engine needed to pass through due to these vehicles. Particular offenders are electicians and plumbers. One has even dug up the verge to install iron grids to park on.......
