Poor street cleansing

The general streetscape and flowerbeds around the War Memorial roundabout are in a shocking state and passing through this area is like negotiating a rubbish tip .. even after the cleansing team have done their bi (which generally consists of stopping for a smoke and making a token effort at removing some of the larger pieces of debris, but leaving most in situ and saying “if I clean it all up I will be here all day”.
Cleansing on the Sevenoaks Road side of the roundabout is almost nonexistent (except for the token effort made for Rememberance Subday) and mostly in the hands of residents.
Since most of the debris is very clearly Tesco related, if the council contractors can’t do their job, can nothing be done to put pressure on Tesco to provide additional street cleansing in the vicinity of the store?
