Unkempt path/road

I am not sure of the name of this road. It runs off Bank End Road on to Grove Street. Some people call it Darley Lane. It is a mess. The ground is lumpy and difficult to get a pram up, impossible to get a mobility scooter up. The trees and bushes are all overgrown. There is loads of rubbish as youths congregate there, leaving behind cider bottles. People also fly tip there. There is no lighting so you wouldn't dare walk there after dark. Is it a road or a footpath? Please can it be cleaned up? Can the road be repaired? Can the trees be cut back? Can a bin be put there? It could look lovely with a bit of care. Thank you.
