Barking and Fouling

THere is a Yorkie dog which is allowed to run loose every day to wander the estate. It poos everywhere and barks almost constantly at neighbouring dogs, people and anything else that moves. I have twice seen it wander onto Wiltshire road and sit there blocking traffic. The barking normally starts around 8:00 or 9:00am and goes on for ages. In particular, it likes to bark at the dogs in the gardens of my neighbours on Winslow Close. This is a daily occurance and getting very old.
