Commual Alleyway

Dumping of rubbish and rat at the back the house has been mentioned.There is currently a tree growing at the back of the houses in the alley access to the alleyway is limited. Is there anyway that the council are able to clear the alleyway and put gating at both ends of the alleyway so that all the house have key access to the alleyway at the back of the house. This will stop rats and rubbish being dumped in the alleyway. I cannot use the alley way at present because it over grown because over grown nettles, the tree and rubbish. If the council could clear this i know a lot of residents would appreciate this if there is a charge for doing this can the council regulate the charges and bill each property that has access to the alleyway.
