Road surface

Work has recently been done to upgrade the road surface from the main road - Sea Lane - up to Seaburn Gardens. Can someone please tell me why the new surface has stopped where it has. Why has the rest of the surface up to Shipley Avenue and into Seaburn Close not been done. When is it planned to be done?
